Clackamas County Deputy arrested on criminal charges for off-duty conduct

Thursday, May 21, 2026, Benjamin Lyman was arrested by the Oregon City Police Department on two counts of Criminal Mistreatment - First Degree, two counts of Strangulation - Misdemeanor, three counts of Harassment, and one count of Interfering with Making a Report. The charges stem from a criminal investigation by the Oregon City Police Department.


In April, the Clackamas County Sheriff’s Office was notified by the Oregon City Police Department that they were conducting a criminal investigation into conduct that occurred while off duty. Lyman, who is employed as a Jail Deputy, was placed on paid administrative leave in accordance with Clackamas County Personnel Policies and Procedures, section 2.05.150.2(H) (https://dochub.clackamas.us/documents/drupal/aa0bd99c-5300-4686-a309-238feea996de)


Lyman was booked into the Clackamas County Jail and is being transferred to the Marion County Jail, where he will be held without bail.

Today, Friday, May 22, 2026, Benjamin Lyman was arraigned in Clackamas County Circuit Court on felony charges. The charges stem from a criminal investigation into off-duty conduct by the Oregon City Police Department.


As a result of the felony charges, Lyman’s administrative leave status has been changed to unpaid administrative leave in accordance with Clackamas County Personnel Policies and Procedures, section 2.05.150.2(H) (https://dochub.clackamas.us/documents/drupal/aa0bd99c-5300-4686-a309-238feea996de)
